The Promotion and Regulation of Online Gaming Act, 2025 (PROG Act) is the next layer of federal framework. The Act creates a federal registration regime for online real-money game operators and clarifies the position of e-sports, social games, and games of skill. Operators carrying a federal registration are recognised across states that do not specifically prohibit real-money play.

What "restricted" means
A "restricted" status means the state has issued a specific carve-out that limits real-money play in some way — typically by requiring a state-issued licence, by limiting stake sizes, or by restricting play to residents of specific union territories.
